Mobile Passport Control is the free US Customs and Border Protection app that lets eligible travellers send passport and arrival information electronically before they reach a CBP officer. It can shorten the administrative part of an international arrival, but it is not digital immigration clearance, a substitute for a passport or a guaranteed queue-free entry. You still present your travel document and complete inspection with an officer.
The attraction is unusually clear: there is no application, background check, interview or membership fee. The complication is that eligibility, participating ports and the timing of the submission all matter. A traveller who prepares the app correctly can move into a designated MPC lane. A traveller arriving at a non-participating port, using an ineligible status or allowing the submission to expire will follow the ordinary arrival process instead.
Quick answer:** Use MPC when you are eligible, your arrival airport or preclearance location participates, and you want a free way to prepare the CBP declaration before the desk. Submit no earlier than four hours before landing, keep the physical passport ready and treat the MPC lane as an expedited process—not pre-approval for admission.
The MPC eligibility and arrival-path matrix
The current CBP page gives the controlling eligibility list. Use the matrix to decide whether MPC belongs in your arrival plan.
| Traveller or situation | MPC fit | What still has to happen | Better alternative when it does not fit |
|---|---|---|---|
| US citizen returning internationally | Strong, at a participating site | Present passport and complete CBP inspection | Standard primary inspection if the MPC lane is unavailable |
| US lawful permanent resident | Strong, at a participating site | Carry the required travel document and complete inspection | Standard inspection |
| Canadian citizen visiting with B1/B2 status | Eligible under the current CBP list | Carry the relevant passport and admission documents | Standard inspection if status or port is not eligible |
| Returning Visa Waiver Program traveller with approved ESTA | Eligible under the current CBP list | ESTA and passport requirements still apply | Standard inspection if ESTA or participation conditions are not met |
| Traveller seeking a one-off free arrival tool | Excellent fit | Prepare the profile and submission correctly | Standard inspection |
| Frequent eligible traveller wanting a vetted programme | Useful while waiting or as a fallback | MPC remains separate from Global Entry | Consider Global Entry for its broader trusted-traveller proposition |
| Arrival diverted to a non-participating port | Not usable as planned | Follow local signs and officer instructions | Standard inspection |
| Traveller without a supported category | Not eligible | Do not submit another person’s status | Standard inspection and any programme for which the traveller actually qualifies |
CBP’s current comparison describes MPC as free, without an enrolment application, background check or fingerprints. Global Entry is a paid Trusted Traveller Program with an application, vetting and a five-year membership period. That makes the two products different rather than direct replacements.
How Mobile Passport Control works
The preparation begins before the return journey. Download the official CBP MPC app from the Apple App Store or Google Play, create a traveller profile and scan the passport when the app supports it. Confirm that the exact US airport, preclearance airport or seaport appears on CBP’s current participation list. An airport name alone is not enough; the location and mode of arrival must support MPC processing.
CBP says travellers can prepare the arrival submission up to four hours before landing or immediately after landing. The submission includes a self-photo and answers to inspection and declaration questions. It remains active for four hours. This timing is the part most likely to be misunderstood: completing a traveller profile weeks in advance is sensible, but submitting the actual arrival transaction too early is not.
For a family or group, the app currently allows up to 12 people in one submission from one device. That can keep the group together at the officer interaction. Every person still needs the correct travel documents, and the person managing the device should check each profile rather than assume a scanned passport remains current after renewal.
After arrival, follow signs for the designated MPC lane. Keep the physical passport available. The officer retains the authority to ask questions, inspect documents and direct the traveller to another process. MPC reduces repetitive data entry; it does not change the legal inspection.
MPC versus Global Entry: choose by friction, not status
Global Entry makes sense for eligible frequent travellers who value a vetted, durable programme and will use it enough to justify enrolment. MPC makes sense for an eligible traveller who wants a free tool without an application or interview, for a family arriving together, or for someone waiting for a Global Entry decision.
The VERTU Global Entry, TSA PreCheck and CLEAR comparison separates three programmes that are often confused. MPC belongs specifically on the international-arrivals side of that map. It does not replace TSA PreCheck at US departure security and does not perform CLEAR’s identity-verification role in participating airport lanes.
Use this practical split:
Choose MPC for a near-term eligible arrival when zero enrolment and zero programme fee matter most.
Choose Global Entry when repeated international arrivals justify application, vetting and membership management.
Keep MPC installed even as a Global Entry member if it provides a useful authorised fallback at a participating arrival site; follow the airport’s current signs rather than trying to use both lanes at once.
Use standard inspection when the arrival port, traveller category or live airport operation does not support MPC.
The word “beats” therefore depends on the job. MPC beats Global Entry on acquisition friction and price. Global Entry can beat MPC on repeat-use convenience for approved members. Neither guarantees that every arrival will be faster than every other lane.
The four-hour submission checklist
This checklist is the article’s operational core. It prevents the common error of treating a saved profile as a completed arrival submission.
Before travel: install the official CBP MPC app and create the profiles for the travellers who will use it.
Before the return flight: confirm the passports are current and the destination or preclearance site still appears on the CBP participation list.
Check eligibility: match each traveller to a category on the current CBP page; do not infer eligibility from nationality alone.
Within four hours of landing: select the correct arrival location, take the requested self-photo and answer the declaration questions accurately.
Review the group: confirm the app includes the right people, with the right passport details, before submission.
Preserve access: keep enough phone battery and connectivity to display the app result, but keep the physical passports immediately accessible.
On arrival: follow MPC signage and staff instructions; do not join a lane solely because it looks shorter.
At inspection: present passports and answer the officer directly. The app has not completed the admission decision.
If the route changes: if a diversion sends the flight to a non-participating location, abandon the MPC plan and follow the standard local process.
After entry: verify that travel documents are secure before leaving the inspection area; do not leave a family passport inside a seat pocket while managing the phone.
Privacy and document handling
The convenience requires sensitive data. CBP’s MPC privacy policy says the process can involve travel-document data, flight information, photos and answers to inspection questions. It also says using MPC is voluntary and describes profile information stored on the traveller’s device as well as information sent to CBP for the inspection process.
That makes device discipline part of border preparation. Use the official app, update the operating system, protect the phone with a strong passcode and avoid creating a group profile on a device that will be handed casually among travellers. Check the privacy policy again after a major app update; permissions and process details can change.
Do not send passport screenshots through an informal group chat merely to make profile creation easier. If one person manages a family submission, complete the work together, verify each record and remove unnecessary duplicate images from messaging or photo-sharing systems. MPC’s secure submission does not make every surrounding document-handling habit secure.
Five failure modes to plan around
The airport participates, but the arrival does not. A site may support MPC only for particular international-arrival or preclearance operations. Use CBP’s list and live signage.
The submission expires. Completing it more than four hours before landing can leave the transaction inactive when needed. Prepare profiles early; submit the arrival at the correct time.
The phone loses power or connectivity. Carry a charged power bank and a compatible cable. The physical passport remains essential even when the app works.
A passport was renewed. A saved profile is not proof that the data remains current. Re-scan or update the document and check the number and expiry date.
The traveller expects approval rather than preparation. MPC streamlines data submission and can provide a designated line, but the officer completes inspection. Build enough connection time for a normal border process.
For travellers coordinating onward transport, the international driving permit checklist covers a separate document question that should be resolved before collecting a rental car. Neither an MPC receipt nor a passport substitutes for the driving documents required at the destination.
A calm arrival plan for groups
Groups benefit most when roles are assigned. One person manages the app. A second counts passports before leaving the aircraft and again after inspection. Every adult knows the accommodation address and has access to the itinerary rather than relying on one battery. Children and older relatives are told which lane the group will follow, so nobody moves to a different queue after seeing a shorter line.
If the MPC lane is closed, the plan should degrade gracefully: put the phone away, organise the physical documents and join the directed queue. Arguing that the app accepted a submission does not create an operating lane. The best digital arrival tool is one that saves time when available and creates no crisis when unavailable.
Sources and verification
Sources and programme details were checked on 22 July 2026. Eligibility, participating sites, app workflow and border operations can change. Confirm the current CBP page before travel.
Final decision
Mobile Passport Control is one of the rare travel tools whose value comes from doing less: no programme application, no interview and no membership fee. Its limits are equally important. It works only for listed travellers at participating arrival sites, the transaction is time-sensitive and an officer still completes inspection. Prepare the profile early, submit within the four-hour window, keep the passport in hand and maintain a standard-arrival fallback. Used that way, MPC is a precise piece of arrival planning rather than another promise stored on a phone.
